From 1 June 2022, the green Covid-19 certification is no longer necessary for entry into Italy from European Union countries and from third countries.

ACCESS RULES IN MOLDOVA FROM ITALY

From 16/3/2022, the Government of Moldova removed all Covid19 health measures and restrictions for entry in Moldova. All travelers are now allowed to enter Moldova in compliance with visa/entry regulation without requiring to present a vaccination, recovery, or COVID test certificate upon arrival.

Update of 15/3/2022 - travel rules between Italy and Moldova

ACCESS RULES IN ITALY FROM MOLDOVA

From 15 March 2022, the rules for entry into Italy have been updated and simplified. The ordinance dated 22 February 2022, unified the regulation of entry from both European Union countries and non-EU countries.

Regardless of the country of entry into Italy, the traveller will be required to present simultaneously to the carrier and to whoever is in charge of checking:

  • the Passenger Locator Form, to be filled in before departure and updated with the seat number once checked in with the carrier; this form can be shown digitally or in paper format;
  • the COVID-19 Green Certificate or other equivalent certificate which must state one of the following conditions:
  1. completion of the primary vaccination series or booster dose according to the vaccination plans of the countries of release with vaccines authorized by the European Medical Agency (primary series validity 9 months and booster dose without predefined limit) 
  2. recovery from SARS-CoV-2 infection (valid for 180 days from positive swab test)
  3. recovery after the administration of the first dose of vaccine or at the end of the primary vaccination series or following the administration of the relevant booster dose
  4. rapid antigen or molecular swab test, respectively within 48 or 72 hours before entry into Italy.

Covid-19 green certificates of successful vaccination are accepted in one of the following languages: Italian, English, French, Spanish or German. If submitted in another language, they must be accompanied by a sworn translation into Italian. Foreign certifications of recovery must be accompanied by a sworn translation into Italian.

Without prejudice to the obligation to complete the PLF, if the Traveller does not submit any of the aforementioned certificates, he/she must undergo a 5-day quarantine period at the address indicated on the PLF and an antigen or molecular test by means of a nasal/oropharyngeal/rhino-pharyngeal swab at the end of this quarantine period. In addition, travellers will be required to communicate their entry to the Local Health Authority of competence for subsequent treatment.

Update of 22/2/2022 - travel rules between Italy and Moldova

ACCESS RULES IN ITALY FROM MOLDOVA

  • From 1 March 2022, to enter Italy it is compulsory to:
  1. Fill in and show the Digital Passenger Locator Form as described below. Once the form has been sent, the passenger will receive the dPLF in pdf format and QRcode at the e-mail address indicated during registration, which they can show directly in digital or print format at the time of boarding. For each adult passenger; in the event of the presence of minors, the latter can be registered in the accompanying adult form.
    1. Connect to the site https://app.euplf.eu/#/
    2. Follow the wizard to access the dPLF
    3. Choose "Italy" as the destination country
    4. Register on the site by creating a personal account with username and password (you need to do it only the first time)
    5. Fill in and send the dPLF following the guided procedure. 
  2. Present adequate certification (so-called reinforced Green Pass) certifying the completion of the vaccination cycle or healing, or certification following a negative molecular or antigenic test (so-called Green Pass base) conducted in the 48 hours prior to entry into Italy.
  3. Where certification under point 2 above is unavailable, undergo a period of fiduciary isolation of five (5) days for those who come from or have stayed / transited, in the previous fourteen (14) days, in Moldova. At the end of the 5 days quarantine, obligation of a further molecular or antigenic test conducted by means of a swab.

Pax travelling from Moldova can only enter Italy if they can prove:

  1. Urgent work reasons
  2. Urgent health reasons
  3. Urgent study reasons
  4. Going back to pax residence/domicile 
  5. Citizens of EU (including Rumenians) can enter Italy even if they are not residents
  6. Direct family members (children or parents, husband/wife) of pax under points 4 and 5
  7. Access to Italy is also allowed to reach the residence of a person referred to in points 4 and 5 with whom there is a proven and stable relationship

ACCESS RULES IN MOLDOVA FROM ITALY

From 17/1/2022, foreigners can travel to Moldova in compliance with visa/entry rules, but according to updated rules below:

1) Travel ban for all foreigners who visited in the last 14 days very high risk countries continue to be applied: Botswana, Eswatini, Lesotho, Malawi, Mozambique, Namibia, South Afrika, and Zimbabwe       

The transport ban is not applied to nationals of Moldova, but they will have to enter self isolation even if they are vaccinated or present a negative test.     

2) Rest if the world countries (including Italy). If traveling from the rest of the world (countries not mentioned in paragraph 1) -  the passenger can avoid quarantine, by presenting any of below indicated documents:

  • Persons presenting  a proof of a full vaccination for SARS-COV-2 (14 days after the completion of a full vaccination scheme), or
  • Persons presenting  a positive antibody  test  (showing antibodies from a previous Covid  infectious ) : the test must be within  90 days before departure to Moldova, or
  • Persons presenting a RT PCR negative test for COVID-19 performed not earlier than 72 h before departure to KIV or an antigenic test performed not earlier 48 h before departure to KIV, or
  • Persons presenting a confirmation of recovery, proved by a positive serological test RT PCR  which must be issued at least 15 days after the first diagnosis and up to 180 days from the date of issuance

The avove documents can be in English, Romanian, French, Italian, German or Russian.

Arriving passengers will have to complete the epidemiological form online within 3 days prior to entering the Republic of Moldova. Old paper variant is not accepted and it is not given to passengers on board. Failure to fill in the form may result in denied boarding. The following categories are exempted from the obligation to present the above tests upon arrival:

  • Children up to 12 years old
  • Passengers who travel on medical reasons proved by a letter/certificate from the medical institution/clinic
  • Students in Moldova proved by a letter/document confirming the enrollment in a college from Moldova
  • Cross border workers  of Ukraine and Romania
  • Accredited diplomats and their family members
  • Transit passengers (transit time must not be more than 24 h)

NOTE: Self isolation period can be ended after the end of 7th day, if an RT PCR test is performed and the result is negative.

Warning! Following the obligation to present the so called "Super Green Pass" (i.e. the Green Pass obtained after COVID vaccination) to travel on public transport vehicles (such as airplanes), starting from 10/1/2022 the Italian airport authorities will carry out systematic checks at the security filters. Those who do not have a Super Green Pass therefore risk not being able to access the boarding gates and therefore lose their flight. For this reason it is STRONGLY RECOMMENDED to ALWAYS have a Green Pass before arriving to the airport.

If any passenger is travelling from or transiting the countries included in the Red zone list, the passenger will be waived from quarantine only if presenting a negative PCR test performed within 72 hours from departure to Moldova, even if vaccinated. Passengers that will not present a valid negative PCR test will enter self isolation for 14 days.

Italy, France, Portugal , UK and Ireland – are currently red zone countries.

Arriving passengers who do not hold a negative PCR test certificate will have to complete the epidemiological form online within 3 days prior to entering the Republic of Moldova. The form can be filled in at the following link: https://fisa-covid.gov.md/?lang=en

ACCESS RULES IN MOLDOVA FROM ITALY

Attention! Following the obligation to present a Green Pass to travel on public transport vehicles (such as airplanes), starting from 1/9/21 the Italian airport authorities have begun to carry out random checks at the security filters. Those who do not have a Green Pass therefore risk not being able to access the boarding gates and therefore lose their flight. For this reason it is STRONGLY RECOMMENDED to ALWAYS have at least a temporary Green Pass, obtainable as a result of a molecular or antigenic test.

From 16/8/2021, foreigners can travel to Moldova in compliance with visa/entry rules.

Exemptions from self –isolation when entering Moldova from Italy and from abroad in general:

  • Persons presenting  a proof of a full vaccination for SARS-COV-2 (14 days after the completion of a full vaccination scheme), or
  • Persons presenting  a positive antibody  test  (showing antibodies from a previous Covid  infectious ) : the test must be within  90 days before departure to Moldova, or
  • Persons presenting a RT PCR negative test for COVID-19 performed not earlier than 72 h before departure to KIV or an antigenic test performed not earlier 48 h before departure to KIV, or
  • Persons presenting a confirmation of recovery, proved by a positive serological test RT PCR  which must be issued at least 15 days after the first diagnosis and up to 180 days from the date of issuance
  • Children up to 6 years old
  • Children between the age  6 -18 years old,  upon presenting a proof of a negative RT PCR negative test for COVID-19 performed not earlier than 72h before arrival to KIV

  • Persons presenting  a positive antibody  test  (showing antibodies from a previous Covid  infectious ) : the test must be within  90 days before departure to Moldova, or
  • Persons presenting a RT PCR negative test for COVID-19 performed not earlier than 72 h before departure to KIV or an antigenic test performed not earlier 48 h before departure to KIV, or
  • Persons presenting a confirmation of recovery, proved by a positive serological test RT PCR  which must be issued at least 15 days after the first diagnosis and up to 180 days from the date of issuance
  • Children up to 6 years old
  • Children between the age  6 -18 years old,  upon presenting a proof of a negative RT PCR negative test for COVID-19 performed not earlier than 72h before arrival to KIV
  • Transit passengers (transit time must not be more than 24 h)

The avove documents can be in English, Romanian, French, Italian, German or Russian.

ACCESS RULES IN ITALY FROM MOLDOVA

  • From 31 August until 25 October 2021, to enter Italy it is compulsory to:
  1. carry out a molecular or antigenic test, conducted with a swab and a negative result, carried out in the 72 hours prior to entry into Italy for those who come from or have stayed / transited, in the previous fourteen (14) days, in Moldova. Children under 6 years are exempted.
  2. show to the carrier upon boarding the green COVID-19 certificate issued following the anti-SARS-CoV-2 vaccination, or a certification issued by the competent health authorities following a vaccination validated by the European Agency for medicines (European Medicines Agency - EMA)
  3. present to the carrier upon boarding the Passenger Locator Form in digital format or in hard copy
  • In case of non-presentation of the certifications referred to in points 1) and 2) above, it is mandatory to undergo fiduciary isolation for five days at the address indicated in the Passenger Locator Form and a molecular or antigenic test, carried out by means of a swab , at the end of that period.
  • Anyone who enters Italy for any length of time from foreign states or territories, on board any means of transport, before entering the national territory, is required to fill in the Passenger Locator Form as described below. Passengers who do not present negative result of PCR test for COVID upon arrival, might be refused entry in the country or, alternatively, will be requested to self-isolate for 14 days regardless of point of their arrival

Regarding the entry rules in Moldova, the new decisions of the RM government have identified 2 zones, one red and one green, defining a list of countries for which there are different entry restrictions. Foreigners arriving from "red zone" countries are not yet allowed to enter Moldova if their travel starts from one of the countries mentioned in the "Red Zone" list. According to the latest update of 28/2/2021, Italy is included in the red zone. Therefore, Italian citizens and passengers with other citizenship originating from Italian airports will be not allowed to enter Moldova. Foreigners coming from red zone countries can enter Moldova only on the following conditions and exceptions:

  • If they have a valid residence permit issued by authorities of Moldova
  • If they are family members of Moldova nationals  (parents, wife, husband, children) proved by a birth/marriage certificate
  • If they travel on medical reasons proved by a letter/certificate from the medical institution/clinic
  • If they are students in Moldova proved by a letter/document confirming the enrollment in a college from Moldova
  • If they travel on business or work purpose confirmed by official employment contracts
  • Accredited diplomats and their family members

! VERY IMPORTANT ! effective March, 05th  2021 all passengers who have the right to enter Moldova are required to present RT PCR negative test for COVID-19 performed not earlier than 72 hours before arrival in KIV. Exempted categories of passengers are: children under 5 years, drivers of motor vehicles, aircraft/vessel/train crews and service staff, members of delegations, transit passengers and those passengers who can prove the fact of vaccination. Citizens of the Republic of Moldova who do not present negative result of PCR test for COVID and passengers who are not listed above, are requested to self-isolate for 14 days regardless of point of their arrival. These rules are applicable for a period of 2 weeks starting on 1 March 2021. The country list will be updated every 2 weeks and we will notify you accordingly.

Regarding the entry rules in Moldova, the new decisions of the RM government have identified 2 zones, one red and one green, defining a list of countries for which there are different entry restrictions. Foreigners arriving from "red zone" countries are not yet allowed to enter Moldova if their travel starts from one of the countries mentioned in the "Red Zone" list. According to the latest update of 31/1/2021, Italy is included in the green zone. Therefore, Italian citizens and passengers with other citizenship originating from Italian airports will be allowed to enter Moldova.

For those traveling to Moldova from Italy, there is no need to swab for COVID-19 and to go into quarantine isolation. These rules are applicable for a period of 2 weeks starting on 1 February 2021. The country list will be updated every 2 weeks and we will notify you accordingly.

IMPORTANT!

  • Passengers transiting Moldova on the way to Portugal, France, Turkey, Germany, Ireland, Israel, UK  and Egypt need to have RT PCR Covid test with a negative result, on paper and in English, performed not later than 72 h before arrival  to these countries (for Germany, test should be done 48 hours prior to departure).
  • Mind also that 9U is allowed to transport passengers to Moscow only 1 day per week - on Saturdays on 9U 171/KIVDME flight.
